The Nova Scotia Department of Transportation and Infrastructure Renewal (NSTIR or the Department) and Procurement Services are advising Contractors who subscribe to the Bid Express service used by the Department for the submission of electronic bids, that requests for changes or the reporting of errors to an open tender will not be accepted after 11:00:00 AM on the day of the tender closing, as posted on Procurement Services’ webpage (http://gov.ns.ca/tenders/tenders/ns-tenders.aspx).
For change requests or the report of errors to the open tender submitted after 11:00:00 AM on the day of the tender closing, Highway Construction Services and Procurement Services will take no action and the tender will close at the scheduled time. Issues brought forward by the contracting community will be addressed during the post tender evaluation.
The implementation of the aforementioned cut off time is to allow Highway Construction Services and Procurement Services staff sufficient time to review any submitted errors or changes and to take the appropriate action, for example, the preparation and posting of an addendum to Procurement Services’ website.
The Department encourages bidders to keep up to date with respect to the status of tenders by visiting Procurement Services’ website and by subscribing to the messaging and notification service included with the Bid Express Account subscription. See the section “Manage Messages and Notifications”.

Effective immediately Vendors must use the Expedite 5.11a software to submit an electronic bid to the NSTIR Bid Express service. Failure to use Expedite 5.11a will result in your bid not being received successfully. You may download Expedite 5.11a from the Download window located to the upper right of this message. NOTICE - REGISTRATION FOR E-BIDDING Effective 1 March 2008, bidders are advised that Nova Scotia Department of Transportation and Infrastructure Renewal will require e-bid only responses on selected contracts. In lieu of Bid Security as described in the Standard Specification, for electronic tendering, Contractors must Register with the Department and submit a Bid Security.
