Starting July 2, 2019, DELDOT will be accepting bids online with the Bid Express service. Any contractor that is interested in submitting electronic bids to DELDOT will need the following steps completed:

1. Download the new software
2. Create an account on the Bid Express service or log into an existing account
3. Create an Info Tech Digital ID for the AASHTOWare Project Bids Bid component (If you have an existing AASHTOWare Project Bids Digital ID, please proceed to step 4)
4. Once the Digital ID has been approved, submit a request to bid to DELDOT
We highly recommend that you attend a free four hour Internet bidding training session before bidding using this new process. In this session, you will learn how to subscribe to the Bid Express service, download the bidding software, apply for an Info Tech Digital ID, download bid information, and submit a bid online. Thursday, May 9, 2019, from 8:00 am - 12:00 pm (Eastern)
Thursday, May 9, 2019, from 1:00 pm - 5:00 pm (Eastern)
Friday, May 10, 2019, from 8:00 am - 12:00 pm (Eastern)
Friday, May 10, 2019, from 1:00 pm - 5:00 pm (Eastern)
